I've upload a new photo in Personal photo and Avatar but it also appears previous one. Why?
The queen of zerg makes me mad....
I've no problem replacing a new personal photo and avatar.
I suspect the size of your photo and avatar has exceeded the limit set by the forum. If you exceed them, you will not be able to replace or upload to the forum.
For personal photo, the size should not exceed 50 Kb.
For avatar, the size should not exceed 25 Kb.

Yeah.. I've tested it and indeed you're not able to change the personal photo.
I'll check the issue with IPB staff and will try to resolve the problem tomorrow.

I ran into a related issue when trying to update my "Personal Statement" also.
Alright, IPB staffs have already resolved the problem. There were some errors in permission and configuration settings for the upload folders. They've corrected the problem.
Now you should be able to upload personal photos as well as update the "personal statement". I've already tested it and all problems are resolved.
