I agree entirely with Francois. As I have previously noted, if territory can be lost by conquest, why can not the same thing apply to chattels (movable possessions)? That does not mean one has to agree with the morality of what the European powers did during the Second Opium War - indeed noone can - but it is a statement of law.
Anyway, I must admit to a sense of bafflement at why the Chinese government is particularly worried about these items. They were part of a Palace clepsydra, but it was made by Europeans to a European design. It is not, therefore, a significant Chinese cultural item.
