for commoner the laws are very similar to the law of the ming legel system which is deeply influence by neoConfucianism.the officials pass their judgement based on Qing Legal Code 大清律例 but judges are tend to be more bias to the manchu as they are the ruling class
In the late Qing period, I have read that the ruling Manchu nobility had a system where noble people were judged by their peers in a special court. What was the legal system for commoners and other ethnic groups. Was it under the control of Governors and officials, or was there a system of courts?
