Winched Crossbows?

At first I thought it was a regular crossbow with a winch mechanism. But then why is the crossbow at that angle? It hardly seems like an efficient position. So then I thought maybe it was a bed crossbow(ballista). But then again, why is the crossbow at that angle?

Perspective?

I wonder whether this was a hand-held or stationary version? From what period is the relief anyway?
