Help me translate a sign and a poster?

Hi all. I'm having trouble with some Chinese writing, and I was hoping someone could help me.

First is a sign in a historical photo of San Francisco's Chinatown.

Posted Image The description says, Chinese forrtuneteller, 1880. But I can't figure out what the sign says. The middle character seems to be 丁, or small. The horizontal writing seems to be in bolder paint than the vertical writing.

I can't read the first one but the second one reads Daliancheng (大连城), which means the town of Dalian.

The words are very vague. But the two horizontal characters are quite clear as it has to deal with fortune telling.




These are the two heavenly stems



壬 - water



丁 - fire




The two vertical characters I can see are
