Can anyone identify painter's name or the work;s title?
If not possible, then information on the event depicted will be enough.

I can't give you a specific name since the picture is not big enough to analyze, but it seems to be from the late Qing dynasty. The clothing, flags, weaponry, and setting seems to be very similar to this painting. It may be apart of a series mentioned in the link.
