I don't know for sure how they do that, I'd really like to know.
I know that the Japanese use a type of thickener or glue for the Geisha hairdos.
And I think that wires or a form of some sort might be used sometimes.
The only experience that I can pass on to you is when I used to have to help my daughter do liberty spikes in her Mohawk when she played bass in a punk band.
We tried glue and heavy duty gels, but neither worked as well as egg whites.
The spikes stayed up really well. and washed out easily. And it was much better for the hair then glue.
