2. The shifts from Neolithic to Shang and Zhou, do they mean that the people outside the area of control were autonomous, or that the people were moved around?

This map appears highly questionable, documents of Qing presence in the area north of the Amur/Heilongjiang, and on Sakhalin is simply lacking. It is highly likely that regions beyond the Amur were at most tributaries. Even areas south of the Amur, the Qing at most, put up small posts such as those on Tyr, which were usually unmanned.
