There are currently two 'national palaces' in China: one based in Beijing and another based in Shenyang. There is also another 'national palace museum' based in Taipei after KMT (chinese nationalist) moved to Taiwan with various monuments/treasures that used to be in Beijing National Palace Museum.

Before the Manchu conquered Ming China, they basically unified various Jurchen tribes in Manchuria and established their capital based in Shenyang. At Shenyang, Nurhaci (founder of Manchu Qing regime) and Huangtaiji built their imperial palace at Shenyang in 1625 AD. This later came to be known as Shenyang National Palace.

After the Manchu conquered Ming China (they captured Beijing in 1644), they shifted their capital from Shenyang to Beijing and consequently moved into the Imperial Palace in Beijing that was already built during the Ming era. This Imperial Palace in Beijing is none other than the famous Forbidden city built by Ming Emperor Yongle in 1406 AD. This palace came to known as Beijing National Palace Museum, the forbidden city.

Thus, for Qing dynasty, its capital was initially at Shenyang, but later it was shifted to Beijing.
