for example, how would u say "My grandfather WOULD (or WOULD HAVE) be(en) happy if he COULD (or COULD HAVE) retire(d).

i'm guessing there's no conditional in chinese, so i assume that an equivalent function must have a purpose here.

You can try the following:

如果我的祖父可以退休的话,他肯定会很快乐

You can use the following format for condition statement:

如果...可以...的话 , ...肯定会 ...

如果...能够...., ... 会...

If...could..., ....should/would...

Note that "if 如果" is always put in front of 1st sentence, instead of at the 2nd sentence in chinese grammar.

Other chinese words for "if" : 倘若,若, 要是
